Aside from the total lack of sarcasm in CCP Punkturis's reply (trust me, I'm Australian, our native language is Sarcastic English: there was absolutely no way you could interpret her response as sarcastic), what is the point of knowing how many people in Help channel received token bounties?
My friends and alts have received token bounties for chatting in NPC corp chat, being in local in Trossere, being in a system with an ice belt, being in Jita, speaking in Help chat, posting on forums, or having a name that starts with "A", "B", "C" or "D". What information do you hope to divine from something as trivial as "proportion of people in Help chat who have bounties placed on them for being in Help chat"?
Maybe you need to ask yourself why you take bounties so personally. People aren't placing bounties on others because there is hatred or death threats involved: they are placing bounties because they can, and that is the only way of showing you they care. There is no "like" button ingame, but there is F1 or "add bounty".

By looking for numbers in this way you are tainting the information with your own question. There is no way to link the placing of a bounty to the motivation for that bounty. Trying to figure this out from the information available (i.e.: timestamped chat logs alongside bounty logs) will obliterate what information was out there, because you are attempting to filter through a clearly biased set of constraints.
Your urgent desire to have this information will taint the information even further, since you will use such numbers as "proof" that people being victimised for posting in Help chat.
Why is it so important to you to form this link? Did you get a bounty placed on you while you were chatting in Help?

CCP Punkturis, I wouldn't be surprised to find that mynna & the GSF finacial cabal have very carefully reverse engineered the bounty payouts and know what impact their market manipulation will have on bounties paid out during their coming firefights in nullsec*. They probably know the bounty calculation better than the people who wrote the code at CCP (because those people have moved on to other projects and forgotten how that code works).
Never underestimate the capabilities of bored smart people!

Well, assuming that the NPC corp chat consists of a small proportion of people who ever speak in corp chat, both of them can be quite right :)
Only 11.7% of players have personal bounties. What if less than 10% of the players in NPC corps ever use corp chat? Then you'd easily find that "everyone" in NPC corp chat has a bounty, because NPC corp chat only lists the people who have spoken recently. On any night, my alts will see corp chat has about 200 people subscribed, but only a half dozen or so will actually be talking (and even then, most of the chat will be emitted by two or three people).
